    Governor Hochul’s proposal of a $45 million effort to combat retail theft and property crime reflects an acknowledgment of the problem’s magnitude.

The governor also plans to introduce legislation to impose criminal penalties on online marketplaces facilitating the sale of stolen goods.

    $25.2 million will fund a dedicated State Police Smash and Grab Enforcement Unit to target organized retail theft rings. District Attorney offices will receive $10 million in funding to prosecute property crime cases, with specialized Retail Theft Teams being established within these offices, and local law enforcement efforts will be bolstered with an additional $5 million in state funding.

    Washington, D.C., experiences a high incidence of larceny/theft, with 2,829 incidents per 100,000 residents in 2022. It has the second-highest retail theft index and ranks fourth highest in the total value of stolen goods per capita. Additionally, the cost of retail crime to businesses in Washington, D.C., is significant, with $880 per resident.
